The Global Fintech Institute Convenes the Web3 Leaders Programme Frontier Forum in Singapore

The Global Fintech Institute will convene the Web3 Leaders Programme Frontier Forum, Singapore Edition, on 13 May 2026. Subtitled Cross-Border Dialogue on Rules and Capital, the afternoon forum is part of GFI's continuing work to bridge the institutional, regulatory, and operator perspectives shaping Web3 across Asia.

The forum is anchored by two voices. Prof David Lee Kuo Chuen, lead mentor of the Web3 Leaders Programme, founding chairman of the Global Fintech Institute, visiting professor at the National University of Singapore, professor of fintech and blockchain at the Singapore University of Social Sciences, and chairman of the Asia Pacific Exchange and Clearing. He brings the academic and institutional weight that has shaped the regional fintech conversation for over a decade.

Mr Zheng Di joins as Web3 Leaders Programme mentor, frontier technology investor, and manager of the Dots Institutional Investor Community on Knowledge Planet. His perspective grounds the conversation in the operational and capital realities of how Web3 strategies are actually built, financed, and scaled across borders.

Together, they will unpack where Singapore's regulatory clarity meets Hong Kong's capital infrastructure. The two jurisdictions sit at the centre of Asia's Web3 economy, but operators have learned that doing both well requires more than parallel licensing efforts. It requires understanding the connective tissue: how rules in one city shape capital flows in the other, how compliance frameworks signal market readiness, and where the next wave of cross-border opportunities will emerge.
